Managing the strands of DNA in your cells - It is Designed!

What is observed?
DNA contains a lot of information! In fact, DNA is the most advanced information storage system known to mankind. This information is encoded on strands that would be two meters long if stretched out. So how are these strands condensed into "a space that is about the width of a hair"? The article linked to the picture below states, "Scientists have identified two sets of proteins in cells that work together to keep the strands unknotted, avoiding tangles that would hamper vital biological processes." You can think of proteins as machines that exist in your cells that serve a function. What is also important to note is that these machines are built based on the instructions found on the DNA. The article goes on to state, "These proteins are found in many organisms, and scientists believe that their role in managing DNA may be common throughout nature". The article continues, "One family of proteins -- known as SMC -- acts like a belay device used by rock climbers, which passes ropes through a series of loops. These proteins have been found to work alongside another set, known as TopoII, which was previously thought to help solve tangles, but in a way that was not well understood".
What can explain this?
There are two competing explanations for this feature. One is that this machine evolved as a result of mutations and millions of years. So here is the scenario: Very complex genetic programming was created a random on the DNA molecular. As the information on the DNA became longer and longer, the strands became tangled and could no longer be used effectively or at all. As a result, random mutations created the genetic programming necessary to create molecular machines that would keep the strands organized.
The other explanation is that an intelligent mind created the genetic programming on the DNA molecule because this mind knew there would be a problem if there wasn't some mechanism to keep the storage system organized.
What are some scientific facts? Information only comes from minds and mutations have never been observed to create any new genetic programming.
Based on this, the most reasonable explanation should be apparent. However secular science adheres to a strict belief in Naturalism. Because of their ideology and religion they must reject any notion of an intelligent creator NO MATTER WHAT the evidence and observations show. This is on full display when at the end of the article it state, "nature has created these amazing machines to address this problem in a remarkable way, seemingly across many species".
Secular science gives credit of this design feature to the unintelligent random processes of nature even though the evidence points to an intelligent cause.
