Vision - How Could Anyone Believe It Came About Through Random Mutation?

The mechanics of vision is very complex! It requires the integration and co-ordination of many different types of components. These include, but are not limited to: bipolar cells (of which there are 14 types), photo-receptor cells, retinal ganglion cells, amacrine cells, and communication channels.
How could anyone believe that mutations created this functionality, especially when mutations have never been observed to create any new genetic information? If a system such as this was seen outside of biology, then every rational person would say that it must have been designed by some very intelligent engineer. So why is that some do not say the same for biological systems? It is because they adhere to the evolutionary religion, which happens to go directly against what is observed in science.
