Gene Expression - Finely Tuned and Tightly Regulated

Could random mutations create a system that is finely tuned and tightly regulated? Observable science show mutations as a destructive force so the answer is No. Evolution would have you believe the opposite of what observation shows. Evolution would have you believe that gene expression, or the process of turning on and off certain genes (genetic programs), came about because of random mutations. This is an irrational faith.
The below linked article shows how very intelligent researchers are experimenting with gene expression. The researcher states their methods, "reveal the importance of the timing and duration of gene expression in biological events". In other words, life requires a specific sequence of events, at the right time and in the right amount. This would be a hallmark of intelligent design.
