E Coli vs Linux - Which Has The Better Programming?

What happens when we compare the structure of how programming is executed in E Coli vs Linux. The picture below shows this in a visual format. The picture shows how high level programming calls on low level programming. What we see is a much more efficient and robust structure in the E Coli than in Linux. You can see that E Coli has much fewer high level and mid level genes managing lower level genes. Just like in business, you don't want a lot of high and mid level managers compared to low level workers because that is terribly inefficient. One sign of good programming is many specialized functions and procedures that are called upon by fewer high level segments of code. In addition, the E Coli structure is more resilient when facing errors or mutations. Since an error is much more likely in the low level of code, you avoid the catastrophic issues associated with errors in high level code.
Could the E Coli programming be far more efficient and robust compared to intelligent programmers by chance? Would you expect random mutations to create such a system?
