The Neural Network - It Puts Man-Made Information Networks to Shame

The below article discusses some of the complexities of the neural network. When I read through the article, I see how the neural network is similar to man-made information networks such as the internet. For example, the article states, "that a few neurons control the network by acting as central nodes (hubs) and coordinate the flow of information within the nerve cell network. These hubs also greatly communicate with each other (rich-club) and thus form an area-spanning backbone for communication". In man-made networks we have hubs, switches and routers that facilitate the flow of information. We have the same thing in our bodies except far more advanced and complicated.
The article goes on to state, "it has been known for some time that various regions of the brain are organized as a complex network, which enables fast and fault-resistant information processing".
The evolutionist would say that these complex network arose through random changes in the genetic code, but this is purely an idea based on blind faith. First, it has never been observed that random changes to anything increases complexity and functionality. Un-directed random changes only serve to destroy things. Second, would it be valid if I stated that the internet arose by itself due to evolution? No, because to put together such a system required intelligence. The same is true of the neural network - it is a super complex system that could only have been built by an intelligent designer.
